WebAudible coil whine depends on the power circuits of the GPU and the PSU. Each part is variable based on manufacturing tolerance. I had a Super Flower 1000W PSU that had audible coil whine with my Asus TUF 4090 but then swapped to a MSI 1000W (because of the melting connectors scare) and the whine went away.
